What the office does

The charter calls this job the director of finance. Under the direction of the city manager, the director has charge of the city's financial affairs: supervising the disbursement of all city money and controlling expenditures so that no budget appropriation is exceeded, maintaining the city's general accounting system and budget controls, prescribing uniform accounting forms, keeping custody of all public funds and investments, and keeping a continuous inventory of city real property.

The charter requires five years of municipal accounting or auditing experience plus a degree, or ten years of practice without one, and a bond.
