What the office does
State law does not create this office; Pima County created it by ordinance under the board's general powers. The county code makes the county administrator the county's chief executive officer, appointed by and serving at the pleasure of the Board of Supervisors, responsible for the general direction, supervision, administration and coordination of all county affairs except those run by the other elected officials.
The administrator appoints, promotes, disciplines and removes the appointed department heads; prepares the proposed annual budget and capital program and administers the budget once adopted; attends every board meeting and sets the agenda with the board chair; negotiates intergovernmental agreements for board approval; and may settle claims of up to $100,000. No individual supervisor or their staff may give orders to employees under the administrator except through the administrator.
