What the office does

The town manager is the town's administrative officer, responsible to the council for the proper administration of all town affairs under the council's direction. The manager sees that town laws and ordinances are enforced; appoints, and when necessary suspends or removes, town employees including the planning and zoning, finance, clerk, engineer, human resources, water utility, parks and recreation and information technology heads; coordinates the departments; attends council meetings; prepares the proposed budget for the coming fiscal year and four more; keeps the council advised on finances; investigates complaints about town administration; and supervises public buildings, parks and property.

The council and its members deal with the administrative branch only through the manager. Under state law a town manager serves at the pleasure of the council and may be removed without cause by majority vote.
