What the office does

The mayor and the six ward council members are the city's government and hold all of its legislative power. They pass ordinances and resolutions, levy taxes, control every city expenditure and adopt the annual budget the city manager submits.

The council appoints the city manager, and appoints the city attorney and city clerk to two-year terms; it also confirms the police and fire chiefs. Four members make a quorum and four affirmative votes are needed to adopt anything. A member who is present and fails to vote is recorded as voting yes.
