⚠️ A Flood Watch takes effect at 2 p.m. today and runs through 11 p.m., issued by NWS Tucson for the Tucson metro area, the Catalina and Rincon mountains, the Santa Ritas, Huachucas, Galiuro and Pinaleno ranges, and the Upper Santa Cruz and San Pedro river valleys. Forecasters say flash flooding from excessive rainfall remains possible this afternoon and evening, with runoff flooding washes, creeks and streams. The watch is not yet in effect as of this morning.
Today: mostly sunny and hot, with a high near 100 before temperatures fall to around 94 in the afternoon; heat index values as high as 102. West-southwest wind 2 to 9 mph, with a 50% chance of showers and thunderstorms after 2 p.m. Tonight: mostly cloudy, low around 74, 50% chance of storms. Wednesday: showers and thunderstorms likely before 11 a.m., then a chance of storms, high near 95 and a 60% chance of precipitation.
The unsettled pattern holds through midweek, with storm chances peaking Wednesday night at 70% and Thursday bringing another 50% chance and a high near 95. Drier air arrives by Friday, when NWS forecasts mostly sunny skies and a high near 98. Repeated rounds of rain on already-wet ground keep the flooding threat elevated through the week.

Two lightning-sparked fires burning in ranges near Tucson. The Finger Ridge Fire in the Santa Catalina Mountains was 50% contained as of Monday, according to AZPM. Separately, the Coronado National Forest said the Mule Deer Fire in the Rincon Mountains was likely started by lightning around 2:20 p.m., KOLD reported.
Man charged in U of A student's killing awaits extradition to Arizona. A 20-year-old man faces first-degree murder and kidnapping charges in the death of 19-year-old University of Arizona student Julissa Salazar, and is awaiting extradition after allegedly fleeing the country, KVOA and KOLD report. Court records reviewed by the Arizona Daily Star indicate the man had a history of violence and sexual assault allegations and had recently been expelled from the university.

Detainees report abuse in Tucson-area federal custody, outlet finds. Tucson Spotlight reports that migrants held by Border Patrol and ICE in Tucson, along with new inspection reports, describe detention conditions similar to those a lawsuit forced the federal government to change a decade ago. Courts weigh two voucher-related ballot measures headed to November. A judge has ruled that Republican state lawmakers wrote the voter description of a citizens' initiative to overhaul Arizona's school voucher system in a way illegally designed to persuade people to vote against it, the Arizona Daily Star reports. Separately, opponents told the Arizona Supreme Court that Proposition 145, framed by legislators as protecting voucher money for military families, is an unconstitutional "Trojan horse" aimed at gutting the citizens initiative, according to Arizona Mirror.

City takes transit safety comments as route changes near. The City of Tucson began a week of open forums on its transit safety and security plan Monday night, drawing dozens of residents from Wards 1 and 5, KVOA reports. The city separately announced that Sun Tran, Sun Express and Sun Shuttle service changes begin Sunday, Aug. 16, including Route 4 serving Udall Transit Station, Route 8 merging with Route 108X and extending to Houghton Road at 15-minute frequency, and Route 9 extending to Pima Community College East.
Mount Lemmon community placed under mandatory water cutbacks. Summer Haven is under a mandatory Phase 3 reduction in water use after well production fell to roughly 25% of demand, according to Tucson Spotlight's Spanish-language report. Violations can bring fines and locked meters, the outlet reported.
Sahuarita residents press town on data centers. Residents raised concerns about water use and corporate influence at a Sahuarita town hall, where the town manager said no data center application has been received but staff are already drafting zoning regulations, KGUN 9 reports.
Roads closed in Organ Pipe for new border wall segments. Federal officials have closed roads inside Organ Pipe Cactus National Monument as construction of additional border wall segments ramps up along the Arizona-Mexico line, the Arizona Daily Star reports.
