What the office does

The town manager is the chief administrative officer and head of the administrative branch of town government, responsible to the council for the proper administration of all town affairs. The manager exercises general administrative supervision and control over the town on the council's behalf; appoints, and when necessary suspends or removes, the town's appointed officers and employees, except the magistrate; coordinates every department; assembles the annual budget from departmental estimates and supervises all spending; handles complaints as the town's public relations officer; keeps an inventory of town property; and, with the police, sees that the laws are enforced.

The manager may not exercise any policy-making or legislative function. The council appoints the manager at will by majority vote, and under state law may remove a manager without cause the same way.
